Whitmer proposed a few new revenue sources, including a new 32% tax on vapes and other non-tobacco nicotine products, increased license fees for hunting, fishing and boating and a requirement that people opt-out of the $14 annual pass to state parks when they register their vehicles.

In the kickoff to the Fiscal Year 2026 budget season, State Budget Director Jen Flood outlined Gov. Gretchen Whitmer’s proposal, presenting on Wednesday a slimmed-down School Aid budget to members of the House and Senate Appropriations Committees.

Beyond a historic 4.1% hike in per-student funding and a bid to intensify academic transparency, the list of recommendations would largely uphold existing priorities and programs for 1.4 million public school students.
