I asked similar questions when I visited and was told by an employee that “The monkeys” are well cared for daily by the caretakers. They are monitored by environmental resources and allowed to interact freely in a natural state outside of visitor hours.
There are several parking lots around the castle. It was about 1000¥ or $10 (for three hours) to park last time we were there. It was plenty of time. Enjoy!
