The location of the Mobile Carnival Museum used to be the Mobile History Museum and it housed the displays you describe. In 2005 that museum moved to a larger space on Royal Street and it is now known as the History Museum of Mobile. Their exhibits are rotated so you should call them to find out what is currently being featured. The Mobile Carnival Museum highlights the history of Mardi Gras in Mobile.

There's also an elevator. If I recall there might be one area that's a few steps up but that should be a small portion. (Okay- I just found on website where it says 2 of 3 floors are accessible.)
