No it’s five dollars but it will get you into any state park for the rest of that day upon purchasing the five dollar pass at the little office here

Wow, good question. You can if you don't get caught :):). But I have to say "I don't know." I am actually a lawyer and I know this "area" of the law is changing rapidly so ... while you can't "bank on" their answer, I would call the local Corp of Engineers office and ask and write down their name. While this will not serve as a true defense, might make it less likely for anyone to hammer you.
